Convert a reservoir level to inflow / outflow

We now have a small suite of programs that converts a change in the Reservoir level into a derived inflow or outflow rate (l/s or gal/min). For small systems this saves the cost of installing a flowmeter at the reservoir or tank while still giving an acceptable resolution. On larger systems it can be used as a check for a suspect flow-meter reading.
